Malaysia unveils 13th Malaysia Plan: Roadmap to growth, inclusivity, and digital transformation (2026–2030)

PM Anwar outlines ambitious plans for economic resilience, digital progress, and social inclusivity under 13MP.

PETALING JAYA: Prime Minister has announced the 13th Malaysia Plan (13MP) 2026-2030, themed ‘Melakar Semua Pembangunan” (Redesigning Development), which was tabled at the Parliament on Thursday.

During his speech, he also confirmed that US President Donald Trump will attend the upcoming 47th Asean Summit in Kuala Lumpur this October.

He added that Trump has decided to review the tariff rates on Malaysia, with a decision expected to be announced today.

Economic Targets and Investments

  • GDP growth aimed at 4.5%–5.5% annually, driven by domestic demand.
  • RM611 billion needed in total investments to implement 13MP.
  • Malaysia aims to become a high-income nation and top 30 global economy by 2030.
  • High-impact investments to be extended to Chuping (Perlis), Kota Kinabalu (Sabah), Kerian (Perak), and Tok Bali (Kelantan).

Good Governance and Public Service Reform

  • Focus on efficiency, accountability, and fiscal strength.
  • Enforcement of the Government Service Efficiency Commitment Act 2025.
  • MyDigital ID to be launched for secure online public service access.
  • Civil servants to be trained in AI and big data.
  • 95% of federal services to be fully online by 2030.
  • Target to be in the UN’s top 20 Online Service Index by 2030.

Digital Economy and Innovation

  • Malaysia to lead in AI, digital tech, and renewable energy in Southeast Asia.
  • National AI Action Plan 2030 to drive research, innovation, and commercialisation.

  • At least 5,000 digital entrepreneurs to be developed.

  • Kota Madani to be scaled as an urbanisation model.

Transport and Connectivity

  • 2,800 km of rural roads to be built/upgraded, including in Sarawak, Perak, and Pahang.
  • Public transport to be improved with 1,200 buses, 300 DRT vans, and 217 new train sets.
  • Road-to-Rail initiative to shift cargo traffic to rail and reduce accidents.
  • Travel pass subsidies for students, the elderly, and disabled individuals to continue.

Tourism and Creative Economy

  • Special Tourism Investment Zones (STIZ) in Johor, Melaka, Negeri Sembilan, and Sarawak.
  • Visit Malaysia Year 2026 to support the goal of 16% GDP contribution from tourism.
  • Support for the digital creative industry through Matching Fund and Joint Production Fund.
  • Junior Animator Apprenticeship and creative talent initiatives to be introduced.

Unity, Social Harmony, and National Identity

  • Kembara Perpaduan Malaysia and Malaysia Harmony Charter to promote inter-racial and inter-religious understanding.

  • Engagement with all state governments regardless of political alignment.

Food Security and Agriculture

  • Large-scale agriculture in Kelantan, Pahang, Terengganu, Sabah, and Sarawak.

Ageing Population and Long-Term Care

  • National Ageing Blueprint 2025–2045 to address population ageing.
  • Incentives for caregivers and LTC workers to promote caregiving careers.
  • TVET expanded to include elderly care training.
  • Legal instruments for uniform LTC policies to be introduced.

Community Empowerment and Social Equity

  • SejaTi MADANI Programme: Up to RM100,000 funding for eligible communities.
  • Wage reforms and minimum wage to cover more worker categories.
  • The Non-Occupational Accident Scheme expanded to include off-hours protection.
  • Foreign worker dependency to be reduced to 10% by 2030.
